The shadow fleet's tankers are often twice the age of normal commercial vessels, long past the point where the risk of failure climbs sharply. Most sail outside the Western insurance system, so if disaster strikes one of the world's most fragile enclosed seas, there may be no one left to pay for the clean-up. With every passing year, the risk grows.
